Begin by heating 2 tablespoons of olive oil in a large skillet over medium heat. Once hot, add the diced potatoes. Season them generously with salt and pepper. Cook the potatoes for approximately 10-15 minutes, stirring occasionally, until they are beautifully golden brown and fork-tender. Once cooked, remove them from the skillet and set aside.
In the same skillet, add the chopped onion, diced bell pepper, and minced garlic. Sauté these vegetables over medium heat for about 5 minutes, or until they become soft and fragrant.
Next, add the ground beef or turkey to the skillet. Cook it, stirring frequently, until the meat is nicely browned and fully cooked through. Use a spatula to break up the meat into small pieces as it cooks.
After the meat is browned, carefully drain any excess fat if necessary. Pour in the ketchup, Worcestershire sauce, brown sugar, mustard, smoked paprika, and a pinch of salt and pepper. Stir everything together and let it simmer for an additional 5 minutes to allow the flavors to meld and the mixture to thicken slightly.
Gently fold the cooked potatoes back into the skillet, mixing well to ensure even distribution. If desired, sprinkle the shredded cheddar cheese on top and cover the skillet with a lid for a few minutes, allowing the cheese to melt beautifully.
Once the cheese has melted and everything is well combined, remove the skillet from heat. Finish the dish by garnishing it with freshly chopped parsley before serving to add a touch of color and freshness.
